RMI Independent Petrol Retailers Association - 2010 Budget Response

Monday, March 29th, 2010

The Chancellor failed to mention that, in addition to the 1.0 ppl duty increase from 1 April, he has already taken measures to claw back a duty incentive provided to the refiners for biofuels production. This latter measure will result in an increase to the cost of product by up to 1.0 ppl also from 1 April.

Thus the real increase to the motorist at the pump will be 2.0 ppl plus the VAT multiplier equating to around 2.35 ppl – some 135% more than might have been perceived from his speech to the House.

This size of increase does not sit well with his promise that “this is a Budget to secure recovery…” especially with further duty increases now advised for 1 October 2010 and 1 January 2011.

Retail Motor Industry Federation - 2010 Budget Response

Monday, March 29th, 2010

The Retail Motor Industry Federation (RMI) represents 8,000 motor sector businesses that sell, service and repair new and used vehicles, employing 600,000 individuals and is the customer-facing side of the motor industry.

Sue Robinson, RMI Director

Today’s Budget announcement provided a few positives for the retail motor industry but in the main did not address the key issues affecting the industry. The Chancellor appeared to play for political gain and did not focus on many of the key issues facing businesses today following the recent difficult economic period.

The following measures will help businesses to some degree:

Annual Investment Allowances

The increase in the annual investment allowance to £100,000 per year is a welcome incentive for businesses to invest in capital equipment an infrastructure. However this has not been taken far enough for some businesses that make large scale capital investment, such as truck fleet operators.

Business Rates

The announcement to halve business rates for one year from October 2010 will help many businesses, but this does address some of the anomalies in the rating system particularly for SMEs.

Tax Payments

The announcement to extend businesses ability to stage VAT and other tax payments will be very welcome for businesses and will help cash flow immensely; we are pleased that this has been extended for more than one year.

We are disappointed that certain key issues affecting the motor industry were not addressed:

National Insurance

The retail motor industry along with the UK in general has seen difficult employment conditions. The proposed 0.5 per cent increase in employee and employer national insurance contributions from April 2011, will significantly increase employment costs in the sector and is likely to lead to businesses needing to review their staffing numbers and has the potential to lead to staff cuts. We continue to urge the Government to reconsider this increase.

Small Business Corporation tax

Small businesses are the driving force of the UK and need support during this critical period of recovery. We are concerned that the Government did not consider a reduction in small business corporation tax to help SMEs during this difficult economic period.

First Registration Tax

We are concerned that the Government is still going ahead with the first registration tax on new cars from 1 April 2010. The new car market is likely to see some uncertainty with the Scrappage scheme coming to an end at the end of March and it would seem extremely bad timing to introduce a tax increase on new vehicles at the same time as an incentive to buy is removed.

Renault-Nissan Alliance, Wuhan Government Partner on Zero-Emission Mobility Pilot Program

Monday, March 29th, 2010

The Renault-Nissan Alliance (the Alliance) and the People’s Government of Wuhan (Wuhan Government) today in Yokohama, Japan, signed a definitive agreement to develop zero-emission mobility. Ruan Chengfa, mayor of Wuhan City, and Hiroto Saikawa, executive vice president of Nissan Motor Co., Ltd., witnessed the signing.

“Wuhan is working towards becoming an energy-efficient and environmentally friendly city. Introducing electric vehicles (EVs) in the city is an important part of the process to make this happen,” said Ruan. “The agreement signed with Nissan is one significant step forward to realizing these goals.”

“The Alliance believes that increased use of EVs will significantly contribute to reducing CO2 emissions, air pollutants and use of petroleum fuel,” said Saikawa. “Nissan is pleased to become the first international auto manufacturer to sign an agreement with a Chinese partner. We believe Nissan will have a positive impact in Wuhan with this winning partnership to introduce and promote EVs here.”

Both parties will, based on the agreement, start the market feasibility study of EVs in Wuhan beginning in 2011 with 25 Nissan electric vehicles. The Wuhan Government will build 250 EV chargers to support vehicle operations in selected areas. Additionally, two quick chargers also will be installed in Wuhan. Further, Nissan and Wuhan Government will collaborate on education and awareness programs.

Wuhan is one of 13 pilot cities with alternative energy vehicle programs supported by the Chinese government. It is also the first city in China to enter into a partnership with the Alliance on the development of zero-emission mobility. The two parties signed the Memorandum of Understanding to promote the development of zero-emission mobility in China in April 2009.

NISSAN LEAF will be the first vehicle to launch under this agreement. It is the world’s first affordable EV for the global mass market and will go on sale in Japan, the United States and Europe in late 2010. Designed specifically for a lithium-ion battery-powered chassis, the medium-size hatchback comfortably seats five adults and has a range of more than 160km (100 miles) to satisfy real-world consumer needs.

Hyundai On Course For Market Share Gains In 2010

Sunday, March 28th, 2010

Hyundai has increased its European market share level to 2,6% during the first two months of 2010, which is up from the 2009 full-year figure of 2,4%. Figures supplied by automotive industry body ACEA reveal that February was Hyundai’s twelfth consecutive month of growth in Europe, with sales of 26.144 units – equivalent to a year-on-year increase of 3,9%. The total European new-car market grew by 3,2% in February.

Cumulative sales of Hyundai cars for the first two months of 2010 have increased by 24% to 54.118 units, while the market has risen by just 8%. The company’s objective is to hit 2.75% market share by the end of the year.

Allan Rushforth, Vice President at Hyundai Motor Europe, said, “We’ve made a good start to the year, taking major steps towards achieving the targeted 2,75% market share for 2010. The next few months promise to be quite challenging, as we witness the results of the various scrappage schemes around Europe coming to an end. But, as year-on-year sales fall across the industry from next quarter, Hyundai will still have the products and marketing initiatives to achieve stable volumes and market share growth.”

The recently-launched ix35 and face lifted i30U – both offered with the company’s new ‘Triple 5’ warranty and assistance package – afford Hyundai the opportunity to limit the effects of a potential dip in European car demand.

“The ix35 and i30U will help us to increase our market share during a period of decline in the overall market, and we will introduce more fuel-efficient derivatives of both models later in the year to retain our positive momentum,” added Rushforth.

Chevrolet Cruze in the World Touring Car Championship

Sunday, March 28th, 2010

Louis Chevrolet, a race car designer and driver, co-founded Chevrolet with Billy Durant, establishing a racing heritage at the company’s inception. That legacy continues today in many forms of motorsports, including the Chevrolet Cruze competing in the popular World Touring Car Championship (WTCC).

This year is the first full racing season for the Cruze, which was introduced in the WTCC in 2009, around the same time the all-new compact car was launched in the European market. This season also marks the sixth for Chevrolet participating in the WTCC; it includes three Cruze race cars and support teams.

The ambitions of the European Chevrolet WTCC team members this year are high, as they are aiming for the world title. It would be an achievement that would cap the steady progression since the Chevrolet WTCC racing debut in 2005.

The Cruze WTCC effort underwent significant development and testing to prepare for the 2010 season. It is directed by British stalwart racing organization Ray Mallock Limited (RML), which has been in charge of the technical and sports aspects of the racing program since 2005.

In 2005, when the Chevrolet brand was re-launched in Europe, it enrolled in the World Touring Car Championship (WTCC), one of only three FIA world Championships, next to Formula One and the World Rally Championship (WRC). The intent was – and remains – to demonstrate capability, durability and confidence in the products to the public, dealers and employees.

The WTCC features cars close to production models. “Real cars, real racing” is the championship’s tagline and it very appropriately encapsulates both the spirit of the WTCC and Chevrolet. With races taking place in different continents (Europe, the Americas, Asia and Africa) and offering a truly global audience, the WTCC is an ideal platform to showcase the Chevrolet spirit so well expressed by Louis Chevrolet’s motto: “Never give up!”

Chevrolet Cruze Eco: Hybrid-Like Fuel Efficiency Without The Price Tag

Sunday, March 28th, 2010

At the New York Auto Show, Chevrolet reveals the compact 2011 Cruze Eco. This high-efficiency model is powered by a 1.4L Ecotec turbocharged engine with variable valve timing that achieves an estimated 40 mpg on the highway when combined with a six-speed manual transmission. Cruze Eco is expected to deliver the best fuel economy in the compact segment, while offering midsize car presence.

“The Cruze Eco delivers hybrid-like efficiency without the price tag,” said Jim Campbell, U.S. vice president Chevrolet marketing. “Along with the Volt electric vehicle, it demonstrates how Chevrolet is working to bring new products to market that range from gas-friendly to gas-free.”

Chevrolet also shows an optional RS sport appearance package for the Cruze LT and LTZ trim levels.

Cruze is the first in a family of all-new Chevrolet small and compact cars designed to offer excellent fuel economy, outstanding quality and top safety ratings. Cruze models for the United States and Canada will be produced at the Lordstown, Ohio assembly complex. In February, Chevrolet announced the addition of a third shift at Lordstown that will add 1,200 workers to support a smooth, fast and flawless ramp-up of Cruze production. More than $350 million has been invested to re-tool the plant and add new, state-of-the-art manufacturing equipment.

“This investment helps secure the best possible manufacturing footprint to react to market demand and deliver vehicles faster to our customers,” said Campbell. “We believe Cruze is the right car at the right time for American consumers.”

Cruze Eco details
Featuring a 1.4L Ecotec turbocharged engine with variable valve timing, the Cruze Eco is designed to be the most fuel-efficient model in the lineup, delivering an estimated 40 mpg on the highway with the standard six-speed manual transmission. City fuel economy, as well as estimates for the Cruze Eco equipped with an available six-speed automatic transmission, will be finalized closer to launch.

The Eco achieves greater fuel economy using a number of features that enhance its aerodynamics, minimize weight and reduce rolling resistance. Details include:

  • A lower front grille air shutter that closes at higher speeds to improve aerodynamics and opens at lower speeds to optimize engine-cooling airflow
  • The upper grille has more “closeouts” to improve aerodynamics
  • A lower front air dam extension, extensive use of underbody panels and a rear spoiler enhance aerodynamics
  • A lowered ride height improves aerodynamics
  • Unique 17-inch lightweight aluminum wheels
  • Ultra-low rolling resistance 17-inch Goodyear tires.

The axle ratio on the manual-transmission model is also optimized for fuel economy, while helping the car deliver confident performance. Chevrolet estimates the Cruze Eco will deliver 0-60 mph performance of about 10 seconds with the manual transmission and 9 seconds with the six-speed automatic.

The Cruze Eco will be available in the fourth quarter of 2010.

Cruze RS details
Complementing Cruze’s sporty proportions is an optional RS appearance package for the LT and LTZ trim levels, which bolsters the car’s styling with unique fascias, rocker moldings, rear spoiler and fog lamps. An uplevel instrument cluster is also part of the package and includes chrome accent rings in place of the standard silver finish, as well as opaque cluster bezels that allow the cluster’s ice blue backlighting to shine through – providing a sporty nighttime appearance.

“For customers who want even more personality and presence in their vehicle, the RS appearance package builds on the already bold face and coupe-like proportions of the Cruze,” said Michael Simcoe, executive director, North American Exterior Design.

Midsize presence in the compact segment
All Cruze models offer the spaciousness and amenities of a midsize car, combined with segment-leading features and details that challenge preconceived notions about what a compact car can be in North America.

Along with the Eco, the 2011 Cruze will be offered in LS, LT and LTZ trims. Standard and available equipment includes:

  • Ten standard air bags, including frontal, front-seat side-impact air bags, roof rail head curtain, rear-seat side air bags and new front knee air bags
  • Bluetooth, USB connectivity, XM Satellite Radio and navigation system
  • Standard OnStar with one year of Directions and Connections service
  • MacPherson strut front suspension and Z-link rear suspension, with 16-, 17- and 18-inch wheels
  • Standard StabiliTrak electronic stability control with rollover sensing, traction control and anti-lock brakes
  • Fuel-saving, rack-mounted electric power steering
  • Unexpected levels of quietness, smoothness and refinement for the segment.

All models share an interior characterized by upscale materials and a lengthy roster of equipment usually found in larger and more expensive vehicles. Available technologies include Bluetooth and a navigation system.

Cruze’s 1.4L Ecotec turbo performs like a larger engine when needed, but retains the efficiency of a small-displacement four-cylinder in most driving conditions; it is standard on Eco, LT and LTZ models. Rated at an estimated at 138 horsepower (103 kW) and 148 lb.-ft. of torque (200 Nm), it enables a cruising range of more than 500 miles (800 km). Cruze will lead the way for Chevrolet in the use of small-displacement, turbocharged Ecotec engines that are highly fuel-efficient and power vehicles that are fun to drive.

Standard on LS models is a 1.8L Ecotec four-cylinder rated at an estimated 136 horsepower (184 kW) and 123 lb.-ft. of torque (166 Nm). Both engines are designed with fuel efficiency in mind, including technology such as variable valve timing that optimizes performance and fuel economy.

Backing the Cruze’s engines are six-speed manual and automatic transmissions. Each contributes to excellent fuel economy.

Chevrolet engineers have already logged more than 4 million miles in quality and durability testing worldwide, making Cruze one of the most real world-tested products prior to a U.S. launch. It is backed by Chevrolet’s five-year/100,000-mile powertrain warranty – the best coverage in America.

Chevrolet Joins With Con Edison To Promote Electric Transportation In New York City Area

Sunday, March 28th, 2010

Chevrolet will join with Con Edison as part of a development and demonstration program to introduce electric vehicles to New York City.

The arrangement was announced today at the New York Auto Show, where the Chevrolet Volt electric vehicle with extended range will be on display. Production of the 2011 Volt begins later this year at GM’s Hamtramck Assembly near Detroit, Mich. Pricing has not yet been announced.

“Chevrolet is committed to a successful Volt launch, and to achieve that, we need to work with our utility partners to introduce our customers to electric vehicles and the infrastructure that will support them,” said Jim Campbell, U.S. vice president, Chevrolet marketing. “So far, we have invested more than $700 million in the U.S. to reinforce our leadership in this new technology.”

Chevrolet has previously announced that Volt sales will start simultaneously in California, Michigan and Washington D.C., with other markets to follow. In addition, Chevrolet is partnering with utility providers in each lead market and the Electric Power Research Institute (EPRI) on development and demonstration programs designed to introduce customers to electric vehicles and to establish vehicle charging programs.

Con Edison, a subsidiary of Consolidated Edison Inc., provides electric, gas and steam service to more than 3 million customers in New York City and Westchester County, New York.

Chevrolet will deliver more than 100 Volts to 10 utilities across the U.S. – including Con Edison – as part of the extended demonstration program. The overall program includes 500 charging stations that will be installed for residential, business and public use. They will be used to learn more about the installation process, vehicle charging and to gauge customer feedback.

The program is made possible with a grant of more than $30 million in American Recovery and Reinvestment Act funds from the Transportation Electrification Initiative administered by the U.S. Department of Energy.

The Chevrolet Volt is an electric vehicle with extended-range capability. It is designed to drive up to 40 miles on electricity without using gasoline or producing tailpipe emissions. When the Volt’s lithium-ion battery is depleted, an engine/generator seamlessly operates to extend the driving range if there is no access to an electrical outlet to recharge the battery, providing peace of mind by eliminating range anxiety.

Testing in real conditions

The engineering fleet of Chevrolet Volt pre-production vehicles has already amassed more than a half-million test miles under various climates and road conditions. More than 20 crash tests have been conducted at various speeds and angles in preparation for start of production later this year.

Smartphone application takes technology beyond the battery

Chevrolet is expanding the Volt ownership experience with a smartphone (Droid by Motorola, Apple iPhone and BlackBerry Storm) application by OnStar that gives Volt owners 24/7 connection and control of vehicle function and OnStar features remotely.

Through Volt’s mobile application, drivers can set or check charging, manually set grid-friendly charge modes for off-peak times, pre-condition the interior temperature using electricity and not gasoline, check EV range and more.

Other driver-friendly technologies include touch-sensitive controls on the center stack and screen; a fully digital interface that allows two-way interaction, personalization and access to information; and real-time feedback that provides guidance on how to drive more efficiently.
