Uganda plans to introduce tough laws to control used car business

Uganda National Bureau of Standards plans to introduce form 1st November pre-export verification conformity-to-standards scheme, targeting the road worthiness of all used vehicles imported in Uganda.

The inspections will be conducted from the country of origin before the vehicles are imported. The scheme will focus on detailing the condition, accessories, structural, functional and mechanical integrity of used vehicles that are appraised as road worthy and a report attesting to the inspection and certification will be given to the importer.

The UNBS explained in a statement this week that the country was experiencing an unprecedented influx of imported used vehicles, mostly originating from the Middle East, Japan and Europe.

Inspection fees for cars origination form Japan will be $145.

Malaysia Liberalizes struggling auto industry

Malaysia recently announced plans to revive its sluggish auto industry with liberalization measures that include allowing foreign firms full ownership of ventures producing luxury vehicles . Trade Minister M Mohamed also revived the push for national carmaker Proton to Team up with a foreign Partner, a Proton to team up with a foreign partner, a proposal that has been mooted for several years but never realized.

“It is our policy to promote this strategic partnership. We hope it can be done soon,” he said at the unveiling of the new national Automotive Policy.

Prime Minister Najib Razak has urged Proton – which is suffering from a 50 percent excess production capacity and a reputation for poor quality and unimaginative models – to ensure its survival by forging a partnership. There has been renewed speculation recently that Proton is in discussions with Volkswagen .

Proton was formed 25 years ago as part of an ambitious national industrialization plan, but its market share has slumped in recent years as it struggled to compete against Japanese and European carmakers.

Malaysia is the biggest car market in Southeast Asia, but the new plan for the sector is being rolled out as passenger vehicles production from January to September plunged 11.7 percent year on year to 325,644 units. Proton has capacity to produce 450,000 cars annually but is only producing about 150,000 cars.

Suzuki launches Kizashi sedan in Japan

Suzuki wants to take fight of luxury cars to the big automakers in Japan.

Suzuki has finally driven into the luxury D-segment, with its premium sedan the Kizashi in Japan.

This car will then be launched in America in near future.

The car is expected to cost $20,000.

It will compete with Honda Civic, Volkswagen Jetta and Toyota Corolla.

More distributors planning to enter used car business in Singapore

More authorized car distributors in Singapore are going into the used car business, and they are doing it mainly to tap growing demand for used cars and supplement the drop in new car sales.

Distributors have long been looking at used cars and trade-ins, but 2009 could be the first time that many will decide to take the plunge and formally establish such operations.

One example is Kah Motor.

Earlier this Year, the authorized Honda distributor set up its own in-house used car section & began buying from customers trading in their vehicles .

Previously, it formed out this service to independent dealers.

The used car market in Singapore has rebounded form an all-time low three years ago. According to the Land Transport Authority of Singapore, only 20,809 cars were transferred in 2006. The number has since risen – last year, 29,459 cars changed Hands.

And with 24,703 cars transferred in the first nine months of this year, it looks like 2009 will surpass 2008.

What is Japanese Used Vehicle Grading system?

Grading is the most important part in preparation of Inspection sheet of any Japanese used vehicle. Grading describes the quality of the used cars and its usage.

It is useful to all those importers who order used vehicles, trucks online and can’t visit Japan physically to check vehicle’s exact condition. It allows the buyers to decide how much the same used vehicle will cost in the market or how longer the same vehicle will now run further. These grading are always been done under very strict and standard way, so that importers can trust these grading and order them if it meets their requirement.

Below are the grades with their specification, which can help importers to understand the condition of the used vehicle they are buying:

Grades About Rust & Panel

  • S1: Slightly rust.
  • S2: Rust a little bigger than S1.
  • S3: Rust needed to be repaired.
  • XX: Panel has been changed.
  • X: Panel need to be replaced.

Grading with descriptions:

  • S: As good as new
  • 9 to 5: Excellent Condition (Low mileage)
  • 4.5: Good Condition and repair maybe unnecessary
  • 4: Reasonably good condition but little repair needed
  • 3.5: Some repair work needed
  • 3: Repair work needed or high mileage
  • 2: Condition is bad
  • 1: Modified, Debased or Affected Car
  • R: Accidental and repaired car
  • RA: Higher Graded Accidental and Repaired car
  • R1: Accidental damaged and had been repaired
  • RA1: Accidental and not repaired car, cars for parts recycle use, non-drivable car.

Interior Grade:

  • A: Excellent condition
  • B: Very good condition, clean interior
  • C: Average condition, with possible wear etc.
  • D: Below average condition, much burn, break, Dirt that cannot be cleaned.
  • E: Bad condition, some cracks or gaps on dashboard, dirt, break or Odor

Toyota set to roll out own small car in India

Toyota in India is planning to launch its own small car by the end of next year.

The company will source 70 per cent of the components locally as it prepares to make India a hub for its small cars.

However, the Japanese giant denied plans to bring in a second small car from group company Daihatsu.

The small car will be produced at the company’s upcoming 100,000-unit-a-year plant at the outskirts of Bangalore.

Toyota, reportedly, has launched Daihatsu cars in some countries such as Indonesia and Malaysia. The cars, in the entry-level 6000cc segment, are doing well.

Daihatsu is known in Japan for its mini cars and recently launched the 660cc Mira Cocoa for women. Its passenger car range includes models such as the Materia, Copen, Sirion and Curore, with engine capacities of up to 1.5 liters.

Fiji announces restrictions on second hand vehicles

Tax authorities in Fiji are allowing the Importation of used vehicles provided they are not more than eight years old.

Fiji Islands Revenue and Customs Authority chief executive officer Jitoki Tikilevu said the organization could grant a license provided the vehicle were less than eight years old from the date of importation.

In the 2009 Budget, the authority had announced the restriction of the importation of second-hand vehicles.

Fiji Chamber of commerce vice president Humprey Chang said the eight-year rule, while not fair, was respected by those in the business.

Fiji Motor Traders Association president Arvin Narayan said the restriction was an essential move and that the government should consider restricting was an essential move and that the government should consider restricting the import of second-hand vehicles to less than five years as these vehicles would have longer life on our roads.

Meanwhile, Mr Tikolevu said failure to abide by the rules would see licenses not being granted and the vehicles deemed as prohibited imports.

Three partners to invest $ 169 million to open auto plant in Vladivostok

Sollers a Russian investor – will open a plant in Vladivostok at the end of the year to assemble South Korea cars , with investment in the project reaching $ 169 million, Vadim Shvetsov, the auto holding’s director and main shareholder, according to recent media reports on the Internet.

The Project, which received state backing in the summer, will be completed about a year after the federal government hiked import duties on used cars, angering drivers in the Far East who relied almost exclusively on imported Asian cars. Shvetsov said the assembly project’s first stage would relocate Naberezhniye Chelny production lines, making 25,000 SsangYong SUVs per year starting Dec. 29.

By the middle of next year, the plant will start making Isuzu trucks and eventually switch production to complete knocked down mode, which includes welding and painting, in 2012.

Used car imports in Poland down 39%

The automotive industry watchdog Euro Tax Glass has recently announced that Poland is importing less used cars than nine months ago.

According to the company’s market research, 526,000 used cars were imported to Poland from Western countries, a figure that is 39 percent less than in the same period of 2008.

The company attributes the drop in used imports to the weaker zloty Polish currency against the value of the euro and the economic crisis, which has caused a drop in demand for personal vehicles.

Toyota to launch Prius next year in India

After what seemed to be slowdown in its new vehicle plans for India, Toyota will launch a series of new cars during the next 14 months.

It is Toyota’s first and most successful hybrid passenger car. Of course, the car that is most keenly awaited will be the small hatchback.

It is expected to be launched by the end of 2010 and will finally mark Toyota’s entry into the mass-market segment in India. The Prius is a stand alone hybrid car, which seamlessly integrates an electric motor that is powered by a lithium-ion battery pack and a regular gasoline using Toyota’s proprietary Hybrid Synergy Drive system. The car is likely to be imported in the CBU (completely built unit) from Japan and marketed in India.

It is an extremely law emission vehicle. It is expected to help Toyota make a statement regarding its environment-friendly technologies.
